Kekkabah is the leader of the Topekans.

A flinty-eyed older man in a Native American war-bonnet and fringed jacket. The left sleeve of the jacket is empty and pinned up. The lack of a left arm has not diminished his presence, however. Indeed, it seems to have given him an extra helping of gravitas - which he wasn't exactly lacking to begin with.
A towering, intimidating presence, Kekkabah is the architect of the might of the Topekan clan... And the recent campaign of violence directed against the Atchisons. He has lost his arm in an accident that destroyed one of the trains. The Atchisons blamed the Topekans and vice versa. Eventually, the two clans came to blows. Under Kekkabah's lead, the Atchisons were brutalized and pushed into the desolate hills south of the main camp. When they began a campaign of terrorist bombings, Kekkabah instituted a zero tolerance policy, hanging all Atchisons on sight.
As such, Kekkabah has made it virtually impossible to negotiate peace between the two warring tribes. However, the Rangers can broker it, if they find the proper leverage...
