Skill books[1] are special items that increase a particular skill by 1 point when used. The two exceptions are Killing for Morons, which adds 10 to Combat Shooting, and Southwestern Folklore, which adds 10 points to the eponymous skill.
With the exception of Brawling, there are no skill books for combat skills.
