The Attendant is in the Gas Station in Needles. When Ace fixes the jeep, it will take you here, then break down once again.
He offers to fix it if you bring him an engine. If you have an engine and $100 (he will draw direct from your inventory) he will fix the jeep, but then will fall asleep and become useless for the rest of the game.
