Mr. Taggart is a merchant found in the Temple of Titan who sells three complete Amigo outfits. Thus allowing your party to re equip from the clothing destroying effects of the M.A.D. Monks suicide explosion by dressing your party as The Three Amigos.
He shares a name with a character in Blazing Saddles and uses the line "I'd say you've had enough" in a scene identical to one in that film. This potentially makes this NPC a "double reference".
