Sam van Graas is the Mayor of Rodia in Wasteland 2.

The mayor of Rodia is a mild-mannered, middle-aged guy who has only the best interests of the town at heart. Unfortunately, he is a poor judge of character and this has led to him hiring Steven Dengler's leather jerks to protect the town from miscreants and ne'er-do-wells. When he realized his error, he tried to protest, but all that earned him was a place on the gibbet on the pride and joy of the city.
