The Brakeman in the Desert Nomads' Camp gives you this to take to the Head Crusher at the Scott's Bar in Quartz. This item is needed for the "Deliver a Visa card to Head Crusher in Quartz" quest .
Visa cards can also be found as loot in the Guardian Citadel.
